  • COLIN BOND

    EXECUTIVE DIRECTOR
    Senior Commercial and Contracts professional with over 30 years of experience in leading and managing commercial, contracts and procurement functions for mega engineering and construction projects at the $billion+ scale. Colin’s expertise expands across multiple sectors, including: oil and gas, mining, refining, renewable energy, civil, and utilities.

    Colin has worked as the commercial director/manager and contracts manager for notable projects such as the $AU15 billion Inland Rail Project, the Gladstone Liquified Natural Gas (GLNG) joint venture, the multi-billion $AU dollar Sydney Metro PPP Project and many more. Colin possesses a substantial track record of delivering significant commercial benefit, managing risk and negotiating at CEO and Principal level to achieve strategic financial, safety, environmental and service outcomes.

    Colin is also an industry quantum expert, having provided expert evidence in several multi billion dollar arbitrations.

    Colin is known for providing specialist business planning, project management, client and stakeholder relationship management services, and ensuring exceptional service delivery on all of the large-scale projects he has been a part of. Colin commenced his career in quantity surveying in the UK construction industry.

    He founded HJA in 1997, delivering commercial management services and dispute resolution to clients on major projects in the UK. He moved to Australia in 2002 and established HJA (QLD) shortly after in 2003, representing major resources and utility sector clients including BHP, Santos Ltd, Laing O’Rourke, and Powerlink QLD.

  • ANDREW HESSE

    DIRECTOR

    Andrew is a senior business and people leader with over 25 years of experience in the resource industry. With a diverse and highly successful career spanning various sectors, including offshore and onshore gas (both conventional and unconventional), oil, alumina, aluminum, iron ore, copper, coal, high-voltage infrastructure, and more, Andrew has developed an exceptional ability to lead major capital and mega-projects from strategy through execution, ensuring optimal delivery and long-term sustainability.

    Having honed expertise in commercial functions, contracts, procurement, and project management, Andrew is known for leading teams through the entire project lifecycle—from initial strategy development to execution, contract management, claims resolution, and final closeout. He has also been instrumental in driving large-scale organizational change initiatives to enhance project contracting and procurement processes, delivering significant outcomes in capital efficiency, cost reduction, and overall project effectiveness.

    As a leader in category management and portfolio delivery, Andrew is highly skilled in driving complex project portfolios with a focus on performance, value, and outcomes. His ability to create and maintain high-performing teams has been critical in transforming businesses and meeting the challenges of the resource industry. Andrew brings strong analytical, technical, and operational problem-solving skills, which are complemented by excellent communication, conflict resolution, and leadership capabilities.

    Andrew has extensive international experience, having worked across Australia, the USA, Trinidad and Tobago. This global exposure has further broadened his perspective on industry trends, business operations, and project delivery best practices.

    Andrew holds a Graduate Diploma in Legal Practice, a Bachelor of Laws, and a Bachelor of Business with a specialization in Marketing.

  • VICKI BOND

    DIRECTOR

    Vicki is a dynamic, passionate and proactive business professional with over twenty years’ experience in business ownership, management, sales, marketing, public relations and dispute resolution, extending across a diverse range of industries including: real estate, financial services, banking and construction.

    Vicki has over two decades of experience interpreting commercial contract clauses to assist with dispute resolution.

    Vicki assisted in setting up the Royal Institution of Chartered Surveyors dispute resolution service (RICS DRS) when BCIPA legislation was introduced into QLD in 2004, providing administrative support to the Registered QLD Adjudicator, which requires strong knowledge of construction contracts legislation. Further aided with the analysis and assignment of matters to Adjudicators in compliance with legislation, as HJA was the Authorised Nominating Authority for dispute resolution services for the RICS. She facilitated training alongside commercial litigation law firms and completed QLD Adjudicator Registration Courses in line with the legislative requirements, and managed staff and an Adjudication Panel.

    Vicki is proficient in developing and streamlining operational business systems and plans, implementing marketing strategies, budget plans and cyclical businesses reporting. This includes team management and leadership, building positive and supportive cultures, training programs, confidential records management and HR assistance.

    Vicki also has worked in sales and BDM roles which included developing and executing franchise sales plans, property management BDM, marketing, social media, prospecting, and professional networking.

    Vicki has advised and worked for clients including RICS DRS, Place Estate Agents, RE/MAX, Ray White, J.P. Morgan and Century 21 Australia.

    Matt is a seasoned Quantity Surveyor/Contracts Administrator with over 30 years of professional experience delivering large-scale mining, building, civil engineering, petrochemical and offshore construction projects across Australia. He also has a large degree of project management experience relating specifically to building/construction.

    Matt is fully conversant with industry standard computer software, and is highly experienced when it comes to computer-based contract management, estimating/forecasting, and determining bills of quantities/schedule of rates. He is a Member of the Royal Institution of Chartered Surveyors (MRICS) as well as a Fellow of the Australian Institute of Quantity Surveyors (FAIQS). Matt has an educational background in Quantity Surveying and Building Studies, and has worked for a number of reputable clients including but not limited to Iluka Resources, BHP Minerals and Turner & Townsend.

    With over 20 years of experience in procurement, contract administration, and contract management spanning the construction, resources, and engineering industries, Laura is highly regarded for her exceptional time management and proficiency in delivering multiple projects concurrently, both in pre and post-contract management phases. Laura’s keen attention to detail and advanced contract administration skills enable her to effectively mitigate variations and potential disputes. 

    Possessing strong stakeholder engagement skills, Laura is driven by a passion for environmental sustainability and the enhancement of social outcomes in operational areas of the business. She is a valuable asset for any team seeking to drive spend, achieve savings, and meet LCIP targets. 

    Laura’s experience extends to organisational change and improvement initiatives, where she has successfully designed and implemented post-contract administration software.     Toby is an accredited chartered quantity surveyor (MRICS) with over 18 years’ experience in contracts and commercial management having worked for top tier construction companies in both Australia and the UK.

    He possesses a Master of Laws, LLM (Construction Law and Arbitration) along with a Graduate Diploma in Project Management and a Bachelor of Science, BSc (Building Surveying) with First Class Hons.

    Toby’s track record in construction, infrastructure, and rail demonstrate that he is a highly capable and competent construction professional. His involvement has included integrated work in a variety of contracting teams on high profile projects and he has the ability to assess and deliver the best outcomes for his clients.

    He has worked for major companies including Laing O'Rourke, Hill International and Seymour Whyte.

    Carl is a highly regarded industry professional with 30+ years experience in forensic planing, project management, construction engineering, dispute resolution/claims/arbitration/expert witness services, risk analysis, cost advice and contract management. He is capable of developing sound project schedules, fit for purpose, to all phases of a project (concept/pre-feasibility through to start up and shutdown).

    Carl has extensive experience across a broad range of industries including mining & metals, oil & gas, commercial and infrastructure. He is well-known for his attention to detail, capacity to develop Management Project Reports and implement progress/milestone monitoring, estimating and contracting expertise, successfully assessing extension of time and disruption claims, producing Master Risk Analyses recommendations, and much more. Carl has an educational background in Construction and Project Management, while also having international experience across the UK, Singapore, Indonesia, the Philippines and Australia. He has worked for notable clients including BHP, Chevron and Bechtel Corporation.

    Michael is a Senior Quantity Surveyor and BIM Manager with more than 20 years’ experience in the construction industry, spanning across the following sectors: Solar, LNG, Hydrogen, Iron Ore, Technology, Civils and Commercial. Michael is an expert in measurement, preconstruction estimates, cost management, quantity surveying and Building Information Modelling (BIM).

    He is a member of the Royal Institution of Chartered Surveyors (RICS) and has assisted major clients including Inpex, Google, Samsung, Department of Planning, Transport and Infrastructure (South Australia) and more.

    Based in Western Australia, Spencer has a wealth of knowledge regarding WA’s resource, utilities, services and construction sectors.

    Spencer’s background in electrical engineering combined with over 36 years of experience as a consultant, contractor, manufacturer and manager across a wide range of industries in Australia and the UK illustrates the indispensable value that he brings to the table.

    Spencer is an expert in cost management, forecasting and analysis, while also specialising in:

    Robert is an RICS Chartered Quantity Surveyor with 13 years of experience working on mega-projects within Australia’s renewable, rail, mining, oil & gas, and infrastructure sectors.  Robert has represented a number of clients including QLD Hydro, ARTC, BHP, Origin Energy and Santos in the capacity of a Commercial Manager or Quantity Surveyor.

    Robert has experience deploying a range of different procurement strategies including traditional, ETI, ECI, dual ECI, EPC, and EPCM. As well as leading the negotiation and award of various contract types including lump sum, incentivised target cost, cost reimbursable, re-measurable, and schedule of rates.

    Andrew is a Senior contracts and procurement professional with an educational background in Commerce and Applied Economics.

    He has 30 years’ experience across all Supply Chain Management processes, including Contracting, Procurement, Materials Management and Logistics.

    He has worked with a number of major resource companies such as Shell, Chevron, Woodside, Anadarko, INPEX and Rio Tinto.

    Andrew’s portfolio has included senior leadership roles responsible for major capital LNG projects, brownfield projects and operational/corporate requirements in medium to large organisations.

    Dominic is a Chartered Civil Engineer with nearly 20 years of senior leadership experience, leveraging his expertise specialising in commercial, programme, and project management to lead and deliver innovative green and brownfield construction programmes and projects.

    His extensive experience encompasses senior-level roles across major multibillion infrastructure projects in the UK and Australia. He is adept at implementing and managing all contract forms, including PFI/PPP, traditional forms, bespoke, NEC, and collaborative agreements. He is also an Accredited NEC3 Project Manager.

    Dominic has worked for clients including Sydney Metro Authority, Gamuda, VicRoads, Highways Agency (National Highways), Bechtel, Sellafield, AWE/MoD, United Utilities, Crossrail, Level Crossings Authority, and BHP.

    Darragh is an IT specialist with over 20 years
    of experience and a diverse range of skills including database development, programming and networking, market insights, strategic data analysis and visual
    communication.

    He has an comprehensive educational background, with qualifications in Political Science, Journalism, Information Technology, International Relations and Business Analytics.

    Darragh also has extensive experience within the construction, energy and education industries, working in the areas of dispute resolution, business analytics and contract management for clients such as Powerlink, JLL Australia and Navitas.

    Fintan is a highly capable, motivated and supportive commercial/contracts leader with over 17 years experience in delivery and development of construction projects.  His experience has been gained working with contractors and owners, working on projects in the mining and resources sectors, accross Oil and Gas Infrastructure, Mining Infrastructure, Desalination, Power Generation and Bridges.

    Fintan’s key skills and attributes include building and leading high performing teams, negotiation and influencing skills, contract strategy development and tendering, claims and contract management. He has worked for blue chip clients including BHP, Decmil, Forge and BGC. He is also a member of the Royal Institution of Chartered Surveyors (RICS) and has an educational background in Construction Management and Law.

    Wagner is a contract management professional with experience in the construction, mining and oil & gas industries. She excels in contract establishment and contract management roles. Wagner’s talent is risk identification, risk allocation and risk management. She is well suited to roles that include development of fit-for-purpose contracting strategies; scope definition;

    establishment of complex contracts; and contract compliance/stakeholder performance management. Her skills are well suited to either client or contractor side roles.

    Julian has more than 30 years of experience working in major building, civil engineering, resources, roads and rail and water infrastructure projects throughout the UK and Australia. A qualified RICS Appointed Expert for Expert Determination and with significant experience working for tier one contractors, his expertise is in relation to the analysis and strategic commercial planning of claims for complex projects under all forms of contract and procurement models.

    He is a Chartered Quantity Surveyor, Chartered Builder, Chartered Civil Engineering Surveyor, has a Diploma of Law and member of SOCLA. Prior to working in the consulting field, Julian was Regional Commercial Manager UK South for Bovis Lend Lease, lead commercial Manager for Laing O’Rourke Australia and has held the Director for Commercial Advisory and Claims position with HKA and for RPS.

    Michael is a highly experienced Commercial, Contracts and Procurement Manager with 30+ years’ experience in the construction, mining, minerals and rail industries. He has extensive expertise in contract and procurement strategies, and is highly skilled when it comes to managing and administering the commercial/stakeholder agreements required to deliver capital projects. Michael is also highly knowledgeable with regards to dispute avoidance and maintaining successful partnerships in commercial settings due to his experience in strategic dispute resolution.

    Michael has an educational background in Business, Finance and Investments, and is a Certified Practicing Accountant (Associate CPA). He is also a Fellow of the Financial and Securities Institute of Australia.

    Michael has advised on many large scale infrastructure/construction projects including but not limited to: Inland Rail, Carmichael Mine Project for Adani, Brisbane/Bowen Port Terminal, Hay Point Coal Terminal Expansion Project. He has worked for a number of reputable clients including: BHP Billiton, Australian Rail Track Corporation (ARTC), Rio Tinto, Xstrata.

    Stewart is an experienced construction professional with over 25 years as a project, contracts, commercial and claims manager in the UK and Australia. With working knowledge in the use of a range of contract mechanisms and forms both domestically and internationally, he provides contractual and commercial advice to contractors, principals and developers in the delivery of projects in the construction, engineering and infrastructure sectors. 

    Stewart is an accredited member of the Royal Institution of Chartered Surveyors (MRICS) and the Royal Institution of Civil Engineering Surveyors (MCICES), and also possesses a Master of Laws (Construction and Arbitration). Stewart has worked for major clients including John Holland, Sedgman and Driver Trett.

He is also an accredited member of the Royal Institution of Chartered Surveyors (RICS).

    Trina is a professional bookkeeper who prides herself on excellent communication, attention to detail and responding to client needs.

    Many years working with an accountant provided her with a business perspective of the bookkeeping functions prior to starting her own business. Working with a range of clients has expanded her knowledge and the specific needs of some industries and she has been working with HJA for some years now.

    Trina is a member of the Institute of Certified Bookkeepers, a registered BAS agent and also a registered NDIS plan manager.
